The Governor is the chief executive of West Virginia. The office is responsible for enforcing state laws, proposing an annual state budget to the Legislature, signing or vetoing bills, calling special legislative sessions, commanding the West Virginia National Guard, appointing many cabinet secretaries and board members, granting pardons and reprieves, and representing the state in dealings with the federal government and other states.

The Lieutenant Governor of West Virginia is the President of the State Senate. By statute the office assumes the duties of the Governor in the event of the Governor's death, resignation, or inability to serve. As Senate President the officeholder also presides over the Senate, appoints Senate committee chairs, and refers bills to committee.

The Attorney General is West Virginia's chief legal officer. The office defends the state and state agencies in court, represents the state in appeals, issues legal opinions to the Legislature and state officials, enforces consumer protection and antitrust laws, prosecutes some Medicaid fraud and internet-crimes-against-children cases, and represents West Virginia in multi-state litigation.

The Secretary of State is West Virginia's chief elections officer and keeper of the state's business, licensing, and public records. The office administers elections, registers voters, licenses businesses and charities, files administrative rules, commissions notaries, and maintains the state's official records — including candidate filings, campaign-finance disclosures, and lobbyist registrations.

The State Auditor serves as West Virginia's chief financial officer. The office issues every state warrant (check), maintains the statewide accounting system, audits local governments, oversees the state's purchasing-card program, publishes the state checkbook for public transparency, and regulates municipal securities offerings.

The State Treasurer is West Virginia's chief banking officer. The office receives, deposits, and disburses all state funds; manages state banking and investment programs; runs the SMART529 college-savings program and the Jumpstart Savings Program; oversees state unclaimed property; and safeguards public money for the citizens of West Virginia.

The Commissioner of Agriculture leads the West Virginia Department of Agriculture. The office regulates food safety, animal and plant health, pesticides, and weights and measures; administers the state farmers-market and meat-inspection programs; supports West Virginia farmers and agribusinesses; and promotes agriculture as an economic engine for the state.
