
In cases of mine rescues, designate miners as first responders

The purpose of this bill is to require mandatory mine safety programs to promulgate rules that provide for the designation of first responders from the crew working in the mine trained to prevent, detect, and fight fires, as well as responding to emergencies, emergency mine evacuation, communication, and assistance and cooperation with mines rescue crews and teams.
