The purpose of this bill is to terminate the West Virginia Health Care Authority; terminate the authority's certificate of need program; providing the termination of the authority's cooperative agreement review process; provide definitions; establishing when the secretary shall propose a repeal; clarify the transfer of the authority's remaining powers, assets, records, and employees to the Secretary of the Department of Health; clarify the money to be transferred to the general revenue fund; and establish exemptions.
